If a subproject had its SubprojectHolder created, but was disabled, its options were not
parsed; therefore the subproject should not be checked for unknown options.

Hook this up to installed dependency manifests. This is often needed
above and beyond just an SPDX string -- e.g. many licenses have custom
copyright lines.

and clean up all outstanding issues
Skip 'test cases/common/141 special characters/meson.build' since it
intentionally uses trailing newlines.
